I'd swap to 38mm chokes at around a true 170hp at the flywheel, 145-ish at the wheels.

I have a customer 1800 8v hillclimb engine on 45's with 38mm chokes with 175hp @ 7,200 (tame-ish spec) and my own 1800 8v on 48's with 39mm chokes with 193hp @ 7,500-7,900. Neither lack any low end power or throttle response with the big chokes. If the the 2ltr is a good one (high comp to suit the cam & a good breathing head) it should be up around 180-190hp, so It'll need 38mm chokes.
