Can anyone tell me the "group" way to clean metal bits?

I've a spare oil cooler that is ok but dirty and dull. I'd like to clean it up and sw*p it for the one on the car plus other stuff as I come to it.
I'm not after "show" standard polishing just clean and everyday driver polished?

I've had a mess with some buffing wheels on my dremel but they don't last two minutes. From what I've read between the lines is wet and dry the way to go?

All my polishing experience was on my push bike with autosol back when I was at school. [:$]

I'm ok with stripping steel but I've no idea where to start with anything softer. [:s]

I would be interested to know as well as I'd like to clean up my intercooler.
