well considering the number of the sites, its probably around open source or at least hacked source by now.. just google for general similar stuff "Cgi" scripts etc...
You'll also need to consider where you're going to host it, geocities and most other free providers won't let you run any server side processes, such as cgi.
i have webspace so thats no problem at all all i need is for someone to tell me how to make a hot or not thing up :-/
It is if they don't allow server side scripts/databases, but anyway this one works with PHP-nuke (and an SQL database)
