How do insurance companies deal with winter/ice related prangs?

After reading an article on the BBC website about 'freezing rain'... I got thinking...
Has anyone had any experience/misfortune of an ice related fender bender?

I was curious as to how insurance companies dish out 'blame' in the event that two vehicles collide after both sliding off on ice... how do they decide who was in the wrong... especially if neither party was doing anything wrong in particular?

Lets all hope no one is involved in any ice related prangs, but any ideas how it would work?
