    Microsoft paint ?

    To start microsoft Paint,
click 'Start', 'Programs', 'Accessories', then 'Paint'

Open the image file you wish to edit

Click the 'Image' Menu at the top and select "Stretch/Skew Image"

Choose a percentage figure to resize the image: to avoid distortion, choose the same percentage for horizontal and vertical stretch

    Click "Ok"

Once you have the desired size, click 'File', then 'Save' or 'File', then 'Save As..' to prevent overwriting the original image.

Try looking for a cheap copy of Photoshop Elements - that'll do it for you at a fraction of the price of PS itself. You won't even need the latest version.

Enc - does the latest version of Paint handle jpg files? Last time I used it, I seem to recall it only dealt with bitmaps, which are clunky and hefty.

MS Word is a very easy way to re-size pics too, you can then select a size. Plus it is free.
